Short answer
Bicester is growing fast, and a third of its households have dependent children. Many handyman jobs here are on new or recent homes: shelves, flat-pack, fences and small fixes after the builder leaves. Some estates limit what you can build without permission. The old centre has been a conservation area since 1969.

How new are Bicester homes?
The newest areas are on the edges of town. In the Caversfield area, 29.5 per cent of homes on the Council Tax list were built in 2015 or later. In Bicester South, the figure was 19.6 per cent.
Bicester North is older. There, 78.9 per cent of homes date from 1973 to 1999.
HSE says asbestos is unlikely in buildings put up after 2000. So drilling into a wall on a newer estate carries less of that risk.
Can I put up a fence or shed on a new Bicester estate?
Check your planning history first. GOV.UK guidance says a planning condition can remove permitted development rights on some new estates.
Where rights still apply, a fence beside a road can be up to 1 metre high without planning permission. Elsewhere, the limit is 2 metres.
Many estates also have rules in the deeds about fences and front gardens. Read them before you book the work.
Who lives in Bicester homes?
Mostly working-age households and families. In the 2021 Census, 33.3 per cent of the 16,452 households in the 4 town wards had dependent children. The England figure was 28.5 per cent.
Only 12.7 per cent of residents were 65 or over. Some 37.6 per cent of households owned with a mortgage, against 28.8 per cent for England.
Bicester South and Ambrosden ward had 267 households in shared ownership. In shared ownership, your lease says who pays for repairs.
What about the old centre of Bicester?
It has more rules. Cherwell District Council first designated the Bicester conservation area in April 1969.
Former RAF Bicester has its own conservation area too.
In a conservation area, ask the council before you change anything on a front that faces the road. Listed buildings need consent for most changes, inside and out.
What snags do new Bicester homes have?
Small ones are common in the first years: sticking doors, loose handles, gaps in sealant and shelves that need fixing to the right wall.
Before you pay a handyman, check whether the builder still has to put the problem right. Your purchase papers say how long that lasts.
Keep a written record of each job, with the date and the price.
Questions
Can a handyman add an outdoor socket to my new house?
GOV.UK says a new circuit falls under Building Regulations. Use a registered electrician for that work.
Can a handyman move my gas hob?
No. Under the Gas Safety (Installation and Use) Regulations 1998, only a Gas Safe registered engineer may do gas work.
Can I cancel a job I agreed at home?
For most contracts agreed in your home, the law gives you 14 days to cancel. Ask for the terms in writing.
