Short answer
Oxford has far more rented homes than most of England. Almost one household in three rents from a private landlord, and the council licenses shared houses across the whole city. So many handyman jobs here are repairs between tenancies, safety fixes for landlords and careful work on Victorian terraces.

How many Oxford homes are rented?
A large share. In the 2021 Census, 17,762 of the 55,239 households in Oxford rented privately. That is 32.2 per cent, against 20.5 per cent for England.
The share is highest near the centre. In Carfax and Jericho ward, 56.6 per cent of households rented privately. In St Mary's ward, east of Magdalen Bridge, the figure was 53.2 per cent.
Flats are common too. In Osney and St Thomas ward, 39.9 per cent of households lived in a purpose-built flat.
Only 25.3 per cent of Oxford households owned their home outright. For England, the figure was 32.5 per cent.
What do HMO rules mean for repairs in Oxford?
Landlords of shared houses need a licence, and the licence comes with conditions. A national scheme covers shared houses with five or more tenants.
Oxford City Council adds its own scheme for smaller shared houses with three or four tenants. The latest version starts on 25 June 2026 and lasts five years.
Since 25 February 2012, an Article 4 direction has also meant that turning a family house into a shared house needs planning permission. A handyman can fix doors, locks and fittings. Fire safety and gas or electrical checks need the right specialist.
What must landlords of other rented homes do?
Most private rented homes in Oxford need a licence too. The council's selective licensing scheme runs from 1 September 2022 to 31 August 2027.
National rules also apply. Landlords must have the electrics checked at least every 5 years by a qualified person.
A handyman may fit battery smoke alarms. The fixed wiring check itself is work for an electrician.
Can I change the front of a house in Jericho?
Often only with planning permission. Oxford City Council served an Article 4 direction on houses in Jericho on 31 March 2011.
It covers new windows and doors on fronts that face a road or the canal. It also covers new gates and fences there, and paint on bare brick or stone.
Oxford has 18 conservation areas. In the East Central Oxford area, 53.2 per cent of homes on the Council Tax list date from before 1900, the VOA says.
Questions
Do I need planning permission to let my Oxford house to sharers?
Yes. Oxford City Council says an Article 4 direction covers the whole city. Changing a family house to a shared house of three to six tenants needs permission.
Can a handyman do the gas safety check for my tenants?
No. HSE says landlords must use a Gas Safe registered engineer for the yearly gas safety check.
Could my Victorian terrace contain asbestos?
It could, if it was refurbished before 2000. HSE lists textured coatings, floor tiles and some boards. Ask a firm how it checks before it drills or sands.
